America and now the Caribbean has been through any number of anticrime seasons in the past generations. In many of them, the public’s preoccupation with crime rose as citizens’ concerns about the economy subsided – and then waned as economic issues regained center stage. Public attitudes also are driven by periodic media orgies of crime coverage. Yet, there are some who believe that the forces gathering behind this season’s efforts are different because the threat seems so much graver. There is some hope, too, that a much more serious and comprehensive national and international attack on violence will emerge.
A prime element of the new anticrime up-swelling is the degree to which the public is furious at the failure of previous efforts to solve the problem. Nothing has stemmed that upward spiral of reported violent incidents: not massive spending on social programs for the poor; not a massive build up of prison cells; not sweeping changes to impose mandatory minimum sentences; not innovative new policing techniques; not emotional appeals to the criminals…
Two other new forces are at play that gave the current interest a different shape. One is the rising anger of African-American leaders like Jesse Jackson about black-on-black crime, and Caribbean leaders feeling the same angst. Jackson complained that more American blacks are killed by each other each year than died during the entire history of lynching. Then there is the heightened anticrime fervor of many officials in middle-sized and small towns and countries, which are now experiencing some of the same trends in the violence contagion that bigger cities have faced for generations.
As the debate shapes up, several points help put it in perspective:
• The startling string of heinous killings does not represent a sudden new wave of crime. Someone had to have seen it coming. Violent crime levels have been extraordinarily high for many years. The nature of some of the crime is changing, though, making some people more vulnerable and bringing the worst kinds of problems into communities and countries that many thought were safe.
• Some of the most frightening trends in crime – like the increasing prevalence in drugs, gang warfare, drive-by shootings, stranger-on-stranger robberies, and domestic and international terrorism – might be susceptible to new crime prevention techniques but only in the long term.
• The most likely governmental actions against crime in the short term – expanding police forces and prisons – tend to be costly and yet might only reduce crime marginally. For instance, the prison building boom of the 1980s and 1990s had little effect on violent crime rates. Leaders must be able to separate the youth from hard core criminals through programs designed and managed to save
them from prisonization.
The most promising lines of attack start at the local level where authorities and residents are mounting block-by-block campaigns to retain their communities and cities.

Who do we find portrayed as criminals in the newsweeklies [Time, Newsweek, U.S. News & World Report] over the last 35 years? Well, it’s changed some: first it was Negroes, then it was blacks, and now it is African Americans. Blacks and other non-white minorities were described and pictured in the newsweeklies’ crime coverage most frequently, even though these groups do not commit the majority of crimes (even as selectively defined).
In contrast, the newsweeklies described and pictured victims mostly as white people. Consider the sensational coverage of the Carol Stuart murder case in 1989, as the media cheered on the Boston police’s “search and destroy” mission to hunt down the allegedly black assailant. Never mind that she was actually murdered by her husband Charles Stuart, a far more likely suspect, who made up the story of the black assailant; never mind, too, that the real story here was yet another female victim of domestic violence. It has been told that all young black males in the Boston area were running and hiding from law enforcement who were looking for any young black male to arrest.
Or Susan Smith, who drove her car into a lake in South Carolina, drowning her sons in the process. Susan made a tearful plea on national television indicating that she was carjacked by a black man who drove away with her children in the car. The rush to arrest and possibly imprison any black male was on and like Boston all young black males were running and hiding from possible harassment. Nine days later, Smith made a tearful confession, ending the manhunt for any young black male.
What emerges from my study of the newsweeklies is a pattern of discrimination in which criminals are conceptualized as black people and crime as the violence they do to whites. Yet this did not prevent Newsweek, for example, from running a post-L.A. riot story which claimed to discover that the public, the media, and the politicians have all been engaged in a “conspiracy of silence” by refusing to admit they associate crime with blacks.
Given the way the media have regularly contributed to and reinforced such racist notions of crime, is it any wonder there are such terrible race problems in America?

The circus created by the new liberal carnival barker has been amusing. Obama and his loyal minions have shown how Liberals become unhinged when their pursuit of power or grip on government is challenged. They morph into moral pretzels, make ignorant assertions or avoid the point trying to defend their Marxist ideals. Think not?
Consider the liberal’s angst at trying to remarket Obama’s energy plan, proper tire inflation. Remember Obama actually stated, by "making sure your tires are properly inflated… we could save all the oil that they're talking about getting off drilling…” Liberals like Alan Colmes exhibit an intellectual melt down trying to remarket what he said whining it’s a credible energy policy, and it conserves oil and McCain agrees. That wasn’t the point and their hysterical display proved it.
First, liberals repeat the “it will save 3% of oil reserves” talking point. That’s not the point! He lied and said it would “save ALL the oil we can get by drilling.” Second, he inferred Americans are driving around on under-inflated tires, thus using 3% more oil. That’s absurd. Third, the elitist assumes us lowly Americans are so dumb we don’t know that it takes less energy to drive on properly inflated tires. Now, I can’t speak for the liberal elitist but most of us Americans learned the importance of properly inflated tires as children riding our bikes. Flat tires took more energy to pedal than “properly inflated” tires.
Then Obama repeats the liberal mantra of shifting to “electric cars” but opposes the production of coal and nuclear energy necessary to meet the increase in demand for electricity. Instead of an “all the above” energy plan liberals press wind, solar, and thermal. What Obama and his liberal Kool-Aid drinkers ignore is the alternative energy sources is inefficient and make up less than 10% of all energy produced. Over 90% of energy used by Americans is produced by coal, oil and hydro.
Instead liberals lie about “big oil” refusing to drill on millions of acres already leased. The fact is “big oil” already paid the government for those leases and if there was enough oil to make it profitable to extract, they would. Liberals lie by omitting the fact that oil companies cannot “stockpile” leases to drive up gas prices. The Mineral Leasing Act (onshore production): 30 U.S.C. 226(e), Sec 17(e) stipulates that an oil company must have a producing well within 10 years or surrender the lease. The Outer Continental Shelf Lands Act: (offshore production): 43 U.S.C. 1337(b) stipulates that an oil company must produce energy between 5 to 10 years or surrender the lease.
The truth is we, the average American, support drilling for oil, developing refineries, using clean coal and expanding nuclear energy while continuing to develop and improve alternative energy technology. But in total arrogance and ignorance the new pied piper leads the elitist fool’s parade illustrating once again that Liberalism is a severely flawed ideology. Obama’s “inflate your tires” energy plan proves it.

Since its accession to independence in 1991, Georgia has been heavily courted by America that wanted to make it the foremost Eastern outpost of NATO. Georgia entered the Northern Atlantic alliance through the side door, the Partnership for Peace, and was supposed to be made a full member in 2009 despite a strong Russian opposition. Georgia really improved its state institutions since the so-called “Rose revolution” in 2003 and the young representative democracy has achieved high improvements in reaching the political, military, economic and humanitarian goals set by NATO and the European Union in order to be considered for a membership, especially as far as corruption was concerned.
Georgia is a fairly small country of 45,000 sq/miles (70,000 square kilometers) and about 5 million “Georgians” living in nine regions spread out between the Black Sea on the West and Azerbaijan on the East. Turkey and Armenia form its Southern border and Russia watch from the North. George Bush is the first American president to visit the country, stressing the importance it has for the West, NATO and the E.U. Since the beginning, the Western contribution to Georgia has mostly been a “Train and Equip” military assistance program and the help to build a pipeline to transport crude oil from Azerbaijan’s Caspian Sea oil fields to the Black sea, in direct competition with the quasi Russian and Iranian monopoly. Georgia has also been made to believe that it was benefiting from an unconditional support from the West –especially America- and has felt confident in ignoring and sometimes challenging Russia’s belligerent talks or active “bullying”. Georgia is the third force contributor of the “coalition of the willing” with 2000 soldiers manning check points in Baghdad and its “Green
Zone”.
Despite the stabilization of the post “Rose Revolution”, Georgia had to deal with its secessionist states of Adjara (South West on Black Sea), South Ossetia (Russian border, North, center) and Abkhazia (North West, on the Black Sea). Eventually, Adjara quickly “dropped” its separatist agenda but the two other provinces, made of non Georgian ethnic minorities, found active help and support from a sympathetic Russian “Big Brother” eager to step forward with a “peace keeping” military force and “protect” the separatist and pro-Russian province from the potential aggression of a “militarist and pro-Western” Georgia. Through the use of the legitimacy of the U.N. and the “manipulation” of OSCE observers, Russia has had the upper hand over the conflict since the early 1990ies when the separatists started the ethnic cleansing of Georgian from Abkhazia and when many South Ossetians left Georgia to Russian’s North Ossetia.
Since then, while Georgia was trying to become a model democracy worthy of integration to NATO, Russia has fueled the separatist movements of the provinces and escalated the provocations. The more involved the US and NATO, the more Russia sided with the two seceding provinces. Russia unilaterally created military bases in Abkhazia and South Ossetia, provided Russian passports to the local minorities, ordered its peacekeepers to use force to protect the province from Georgia, increased its peacekeeping force and eventually also backed up or engineered many destabilization operations, that is to say bombings or attacks against Georgian forces or assets. Russia set up consulates and bilateral defense agreements with the separatist governments and only stopped short to recognizing the independence of the provinces despite U.N, E.U and American appeals for a peaceful path to a referendum or other democratic solution.
In the meantime, maybe emboldened by what was perceived as a strong American backup and European concern, Georgia have stepped up to the plate and matched every Russian moves with confidence and aggressively while developing and modernizing its military. Georgia has also forcibly responded to every single provocation in the field or diplomatically to any Russian controversial declaration. Of course, both sides were pointing the finger at each other in a skillful blaming game that has confused the U.N and European observers since the beginning of the crisis. 2007 saw a tale telling escalation that culminated a couple of days ago when Georgian troops entered in strength in South Ossetia to submit its capital and get rid of its separatist movement while the whole world was focused on the Olympics. Since April 2008, the situation has seriously deteriorated in the field with many air space violations from both sides (unmanned surveillance Drones from Georgia and Russian fighters), terrorist like attacks against Georgians or separatists, Russian military buildup in the separatist province of Abkhazia, bombings, clashes, mortar and artillery exchanges in South Ossetia and a spying allegation made by Russia. Eventually, throughout July 2008, bombings and military clashes affected all sides while tensions rose to a boiling point with saber rattling declaration from all the parties. Finally in August 2008, Georgian soldiers backed up with tanks, artillery and airplanes invaded South Ossetia and its capital and started a direct Russian military intervention that has involved heavy bombings of Georgian troops and targets both in South Ossetia and Georgia, the landing of fresh troops in Abkhazia and the locking of its Black Sea ports and accesses, and the declaration that the Russians will only stop once the Georgian government has been toppled and its armies defeated.
Putin left the Olympics and China right away and was seen the very next day, close to the front line talking to its generals while the West and the UN released diplomatic notes and sent more observers. In the meantime, President Bush attended Beach Ball trainings and was offered to slap the cute bottom cheek of a Miss Misty something, showing Georgia that there is a difference between talks and actions. The President would have flown to DC right away, that would have sent another kind of message to Moscow! But what do I know?
I can only remember…
I remember Poland in World War 2 and how the Western powers abandoned it to its fate despite multilateral defense agreements.
The West Germans during the cold war, asking France to move non-NATO military units in Germany because they were not sure of the American commitment to die in a nuclear winter against the Red Army in order to preserve Western Europe. France was –and is- an independent nuclear power with more at stake at the time. To defend France, France would have to defend Germany, eventually with its own nuclear weapons! The Germans skillfully bet on France too!
I remember the Kurds and the Shiites during the first Gulf War…They were encouraged to open a Northern and Eastern front in Iraq to distract Saddam’s armies, and led to believe that the dictator and its Presidential Guard would be dealt with. The invasion stopped short of Baghdad for short term political reasons and the Kurds and Shiites were left to die in the hands of the Presidential Guard we conveniently allowed to move around to facilitate their punitive tasks.
I remember the death of Tito and the splitting of Yugoslavia with Croatia running for its independence, soon unilaterally recognized by Germany (a WW2 ally!) despite international calls for caution. That is when the war started with the Serbian majority trying to cement the now collapsing country with blood and bullets.
Georgia has just learned the hard way that there is not such a thing a partnership or agreement when you are small and when the invader is Russia.
The West just realized –hopefully- that Russia is not an ally, will never be and has its own agenda in its zone of influence.
America, hopefully, will get the message that one cannot go around meddling in other people’s strategic playground without eventually stirring the pot and generating new crisis….The path to hell is paved with good intentions but obviously, ignoring the Russian reservations for so many years while building a NATO outpost at its direct Southern border and threatening its oil business was not a good idea….and the price for that is going to be huge in blood and long in civil wars.
Hopefully, European nations that have disarmed since the collapse of the Russian Empire and buried the “cold war” for more social programs will get to their senses and finally realize that there is still a giant aggressive military power in Eastern Europe. It is well armed, holds the controls for oil and natural gas supplies, and is switching back to a semi-dictatorship status.
Finally, a new conflict has started in Eastern Europe and world observers will again judge the international community for its actions. The US will also be judged for its actions and Putin has shown for now that he has the upper hand and that there is not much that the US can do for its poor ally….beside maybe shipping back the 2000 Georgian combat ready troops from Iraq right into the battlefield before Georgia becomes again another Russian puppet government.

Early child educators (ECE) often wonder if their teaching and role modeling will provide the imprint for a socially responsible child to transition into a socially responsible adult. The early child educator understands his/her responsibility with serious thought and intentional planning. Moreover, they realize parents are the first teachers, the most important role models in the lives of their children. And a concern among early child educators is if they have also educated the parents: do these parents understand their social and moral responsibilities to society?
In the late 1990’s, research was collected by the Search Institute, in Minneapolis, MN, to discover why some children were more resilient and successful in society than other children. In its findings, there were 40 developmental assets a child (birth to 9 years old) needs to possess to become a productive citizen. The assets were split in to two categories: external influences—parents, institutional leaders (religious and/or secular), mentors, teachers, et al; and internal assets: values, attitudes, mores the child assimilated, emotionally and cognitively.
It was discovered that for the early child to be developmentally productive and later, to be a successful citizen would need at least 31 to 40 positive assets. A child having these assets would have the least chance of being an alcoholic or substance abuser (4%); becoming violent (6%); dropping out of school (2%). Whereas, children who possessed 0 to 10 of these assets would likely become substance abusers (47%); resorting to violence (41%); having behavioral problems (46%); becoming sexually active in early teens (41%); and very likely to be unsuccessful in school (51%).

After the Columbine (Colorado) high school massacre perpetrated by two teenage youth in 1999, there was a media blitz asking why or how did it come to this in an upper-middle class American community: youth capable of gunning down their peers in a place parents & society at large deemed safe. Many psychiatrists had their fifteen minutes of fame inferring several points: generally, there was a lack of strong parental relationships more so between fathers and sons; permissive and excessive access to material goods in an unstructured home environment existed; and there was a backlash occurring among baby boomers of the 1960’s and ‘70s wanting their children to have the best. Specifically, though these two youth were considered highly intelligent, their uniqueness did not “fit” in with their peers’ image; and they were being bullied for their
differences.
Inasmuch as one might conclude that children having too much-- where there is excessive materialism at an early age may be a sticking point—excessiveness in all areas is not good in any society. Northern Americans, especially in the United States, have been blamed for excessive buying behavior and an attitude of entitlement, and this same behavior can be found around the world, and is not unique to only the USA populace.
And, let’s hope we all agree bullying is negative behavior and socially unacceptable in any situation, school and the work place. It is also not an acceptable behavior in most societies.
So, I have rehashed some old news, blah, blah, blah. But I wonder if we have progressed since 1999? Are we better global citizens by way of our current events—have we made strides in our social maturity? Have we become better at tolerating others? To bring my point finally home, consider this: I have been a participant & observer in several societies where poverty is the norm. I am not theorizing living in poverty one finds less homicides or bullying, it happens. My point is of greater scope
regarding the resilient and socially maturing child despite socio-economic conditions.
Many months ago, I was participating in an hour-long activity which required children for the most part to sit and listen. The activity was geared more for adults than children, so one can imagine there was much shuffling and swaying of feet, and chatting among the children. There were several other visitors like me and the children were all the more busy trying to engage our attention rather than sitting quietly. Every once and awhile, a young adult would walk by and quietly remind the children they were becoming too loud or disrupting the adults. I observed these children acting like normal yet bored children, anticipating the activity to come to an end, so that their energy could be put to better use. The children were interspersed among adults of whom I assumed were their parents or an older relative. Much to my surprise I later became cognizant of the fact none of these children’s parents were in attendance. Their parents were at that moment making a living recycling trash at the city dump. These were “dump” children. Well-groomed and clean, they had hiked approximately ¾’s of a mile up hill to attend this weekly gathering because the young adults became intentional mentors. They, the teen & twenty-something’s shouldered the responsibility to model positive behavior for the dump children not because of irresponsible parents, but rather responsible parents who understood the need for their children to be exposed to good, socially acceptable behavior.

I received a telephone call last evening from an individual identifying himself as an AT&T Service
Technician (could also be Telus) who was conducting a test on the telephone lines. He stated that to
complete the test I should touch nine(9), zero(0), the pound sign (#), and then hang up.
Luckily, I was suspicious and refused.
Upon contacting the telephone company, I was informed that by pushing 90#, you give the
requesting individual full access to your telephone line, which enables them to place long distance
calls billed to your home phone number.
I was further informed that this scam has been originating from many local jails/prisons
There are a few things that can be done in times of grave emergencies. Your mobile phone can
actually be a life saver or an emergency tool for survival. Check out the things that you can do with
it:
FIRST Emergency. The Emergency Number worldwide for Mobile is 112. If you find yourself
out of the coverage area of your mobile network and there is an emergency, dial 112 and the mobile
will search any existing network to establish the emergency number for you, and interestingly this
number 112 can be dialed even if the keypad is locked. Try it out.
SECOND. Have you locked your keys in the car? Does your car have remote keyless entry? This
may come in handy someday. Good reason to own a cell phone: If you lock your keys in the car
and the spare keys are at home, call someone at home on their cell phone from your cell phone.
Hold your cell phone about a foot from your car door and have the person at your home press the
unlock button, holding it near the mobile phone on their end. Your car will unlock. Saves someone from having to drive your keys to you.
Distance is no object. You could be hundreds of miles away, and if you can reach someone who
has the other "remote" for your car, you can unlock the doors (or the trunk).

Paul Neal Adair
June 18, 1915 to August 7, 2004
Born in Houston, Texas to Charles and Mary Adair, Paul “Red” Adair quit high school to work in order to help support his family. Adair found work in a drug store, the rail road, for the MM Kinley Company (an oil firefighting company), as well as serving in WWII with the 139th Bomb Disposal Squadron. Red founded his own company, Red Adair Co., Inc in 1959. In 1962 Adair became known around the world after successfully extinguishing an oil field fire, nicknamed the Devil’s Cigarette Lighter, which had been burning in Algeria for several months. In 1988 he and his crew put out the Piper Alpha oil rig in the North Sea and in 1991 they extinguished 117 wells in Kuwait which had been set ablaze by the retreating Iraqi soldiers. Red Adair died of natural causes in the same city he was born.

How To Lose Someone Who Is Following You
IF YOU ARE IN A CAR

Determine if you are actually being followed.
If you suspect a tail, observe the car as you continue to drive. If the car remains behind you, make three to four turns in a row to see if it continues to follow you. Then signal a turn in one direction but turn quickly in the other direction. See if the other car turns as well.

Once you are certain you are being followed, get on a highway, or drive to a populous and active area.
Do not drive home, to a deserted place, or down an alley. You are more likely to shake your tail in a crowd than in a deserted area.

Drive at the speed limit, or a bit slower.
Soon, another car (not that of your pursuer) will attempt to pass you. Speed up slightly so the car pulls in behind you. Repeat, but don’t go so slowly that an innocent car behind you is able to pass you.

Slow down at a busy intersection with a traffic light, then accelerate through the intersection just after the light changes.
The car following you may get stuck at the red light. If you attract the attention of the police for running a red light, your pursuer will most likely leave the scene.

When you have several cars around you, speed up, get off the highway (if you are on one), and make several quick turns to further elude your pursuer.
Your pursuer should be too far back to follow closely.
Once you are out of sight of your pursuer, pull into a parking lot, a garage, or a shopping center with lots of other cars..

If you still have not lost your tail at this point, drive to a police station and get help.
IF YOU ARE ON FOOT

Determine if you are being followed, and identify your tail.
Take a random path: Make unexpected changes in direction at intersections and retrace your steps, effectively making a U-turn. Do not, however, get yourself disoriented or lost. Note any identifying characteristics of your tail (dress, gait, heights, and weight).

Keep an eye on your pursuer, but do not look back at him/her.
Use reflective surfaces such as shop windows to see behind you. If you have a makeup case with a mirror, use that.

Stay in crowds.
Do not head for home, to a deserted place, or down alleys.

Once you are certain that you are being followed, use these methods to shake your tail:
• Enter the front of a store, shop, or restaurant and go out through the back entrance—most restaurants have exits in the kitchen.
• Buy a ticket for a movie, enter after it has started, and leave through an emergency exit before your pursuer enters the theater.
• Use mass transit, and exit or enter the train or bus just before the doors close.

If you have not shaken your tail, walk to a police station or call the police from a public place.
Never head for home unless you are certain you are no longer being followed.
